Sir Charles William Atholl Oakeley, 4th Bt. was born on 25 October 1828.1 He was the son of Reverend Sir Herbert Oakeley, 3rd Bt. and Atholl Keturah Murray-Aynsley. He married Ellen Parsons, daughter of John Meeson Parsons, on 16 May 1860.1 He married, secondly, Elizabeth Tuson, daughter of Henry W. Tuson, on 16 September 1896. He died on 2 November 1915 at age 87, by his 1st w:.1
He gained the title of 4th Baronet Oakeley. He was also known as Sir Francis Oakeley, 4th Bt.2 He was Captain Bengal Cavalry.1
