Caroline Bridget Bartlam was born on 26 September 1945.2 She is the daughter of Captain Howard Bennett Bartlam and Mary Isobel (?)2,3 She married John Lawrence Abel Smith, son of Major Desmond Abel Smith and Elizabeth Barbara Peace Lawrence, in 1970.1
She was educated at Casterton School, Kirkby Lonsdale, Westmorland, England.2 From 1970, her married name became Abel Smith.1 She was member of the Conservative Women's National Committee between 1988 and 1999.2 She was member of the Conservative Party National Union Executive Committee between 1991 and 1998.2 She was appointed Officer, Order of the British Empire (O.B.E.) in 1994.2 She was elected member of the Conservative Party Board of Management between 1999 and 2003.2 She was chairman of the Conservative Party Conference in 2002.2
