William Julius Lowthian Plowden, son of Edwin Noel August Plowden, Baron Plowden and Dame Bridget Horatia Richmond, on 16 September 1960.2
      Her married name became Plowden.

William Julius Lowthian Plowden was born on 7 February 1935.1 He was the son of Edwin Noel August Plowden, Baron Plowden and Dame Bridget Horatia Richmond.2 He married Veronica Mary Gascoigne, daughter of Lt.-Col. Derek Ernest Frederick Orby Gascoigne and Mary Louisa Hermione O'Neill, on 16 September 1960.1 He died on 26 June 2010 at age 75.3
     He was educated at Eton College, Windsor, Berkshire, England.1 He graduated from King's College, Cambridge University, Cambridge, Cambridgeshire, England, with a Bachelor of Arts (B.A.).1 He graduated from King's College, Cambridge University, Cambridge, Cambridgeshire, England, with a Doctor of Philosophy (Ph.D.).1 He was a staff writer with the Economist in 1959.1 He was with the Board of Trade between 1960 and 1965.1 He was a Lecturer in Government between 1965 and 1971 at London School of Economics, London, England.1 He wrote the book The Motor Car and Politics in Britain, published 1971.1 He was with CPRS, Cabinet Office between 1971 and 1977.1 He was Under-Secretary of the Deparmtent of Trade and Industry between 1977 and 1978.1 He was Director-General of the Royal Institute of Public Amdinistration between 1978 and 1988.1 He wrote the book Inside the Think Tank: advising the Cabinet 1971–1983, published 1988, with Tessa, now Baroness, Blackstone.1 He wrote the book Mandarins and Ministers, published 1994.1 He lived in 1999 at 49 Stockwell Park Road, London, England.1

     William Chichester, 1st Baron O'Neill was born on 4 March 1813. He was the son of Reverend Edward Chichester.1 He married, firstly, Henrietta Torrens, daughter of Robert Torrens, on 3 January 1839. He married, secondly, Elizabeth Grace Torrens, daughter of Venerable John Torrens, on 8 April 1858.
     He gained the title of 1st Baron O'Neill.
