Edmund Pelly was born on 18 July 1816.1 He was the son of Sir John Henry Pelly, 1st Bt. and Emma Boulton.2 He married Anna Rebecca Chapman, daughter of Jonathan Chapman, on 5 March 1846.1 He died on 19 May 1865 at age 48, without issue.1
