Lt.-Col. Rollo Samuel Barrett was born on 28 April 1883 at Whitehill, Chester-le-Street, County Durham, England.1 He was the son of Charles Rollo Barrett and Mary Delmar Barry.1 He married Freda Louisa Amcotts Wilson, daughter of Sir Mathew Amcotts Wilson, 3rd Bt. and Georgina Mary Lee.1
Lt.-Col. Rollo Samuel Barrett graduated from Gonville and Caius College, Cambridge University, Cambridge, Cambridgeshire, England, with a Bachelor of Arts (B.A.).1 He fought in the First World War.1 He was registered as a Member, Institution of Mechanical Engineers (M.I.M.E.).1 He held the office of Justice of the Peace (J.P.) for Northumberland in 1926.1 He fought in the Second World War.1 He gained the rank of Lieutenant-Colonel in the service of the 5th Battalion, Royal Engineers.1 He was invested as a Fellow, Royal Institution of Chartered Surveyors (F.R.I.C.S.).1 He was a director of the National Coal Board.1
