     Lt.-Col. Ernest Alfred Russell Howell was born on 17 November 1868.2 He was the son of Arthur Pearse Howell and Laura Maria Russell.2 He married Lilian Lucy Anna Eckford in 1901 at Shanghai, ChinaG.2 He died on 30 December 1915 at age 47, drowned in the torpedoing of SS Persia off Crete.2
     He gained the rank of Lieutenant-Colonel in the Indian Army.3

     David Arthur Russell Howell, Baron Howell of Guildford was born on 18 January 1936.2 He is the son of Colonel Arthur Howard Eckford Howell and Beryl Stuart Bowater.1 He married Cary Davina Wallace, daughter of Major David John Wallace and Joan Prudence Magor, in 1967.2
     He was educated at Eton College, Windsor, Berkshire, EnglandG.2 He gained the rank of Lieutenant in 1954 in the Coldstream Guards.2 He graduated from King's College, Cambridge University, Cambridge, Cambridgeshire, EnglandG, with a Master of Arts (M.A.)2 He was with the Treasury Economic Section between 1959 and 1960.2 He wrote the book Principles to Practice, published 1960, jointly.2 He was leader writer and special correspondent for the Daily Telegraph between 1960 and 1964.2 He was editor of Crossbow between 1962 and 1964.2 He was Director of the Conservative Political Centre between 1964 and 1966.2 He wrote the book The Conservative Opportunity, published 1965.2 He held the office of Member of Parliament (M.P.) (Conservative) for Guildford between 1966 and 1997.2 He held the office of Lord Commissioner of Treasury between 1970 and 1971.2 He held the office of Parliamentary Secretary for the Civil Service Department between 1970 and 1972.2 He held the office of Parliamentary of Under-Secretary for Employment between 1971 and 1972.2 He held the office of Parliamentary of Under-Secretary for Northern Ireland in 1972.2 He held the office of Minister of State, Northern Ireland between 1972 and 1974.2 He held the office of Minister of State, Energy in 1974.2 He was appointed Privy Counsellor (P.C.) in 1979.2 He held the office of Secretary of State for Energy between 1979 and 1981.2 He wrote the book Freedom and Capital, published 1981.2 He held the office of Secretary of State for Transport between 1981 and 1983.2 He wrote the book Blind Victory: a study in income, wealth and power, published 1986.2 He was created Baron Howell of Guildford, of Penton Mewsey in the County of Hampshire [U.K. Life Peer] on 19 April 1997.3 He wrote the book The Edge of Now: new questions for democracy in the network age, published 2000.2 He was awarded the Grand Cordon, Order of Sacred Treasure of Japan in 2001.2

     Constance Bett was the daughter of David Gordon Bett.1 She married Sir Noël Vansittart Bowater, 2nd Bt., son of Major Sir Frank Henry Bowater, 1st Bt. and Ethel Anita Fryar, on 1 February 1921. She died on 27 May 1993.1,2
     From 1 February 1921, her married name became Bowater.1
