     He was educated at Guildhall Feoffment School, Bury St. Edmunds, Suffolk, England.1 He was educated at King Edward VI Grammar School, Bury St. Edmunds, Suffolk, EnglandG.1 He graduated from Sidney Sussex College, Cambridge University, Cambridge, Cambridgeshire, England, in 1906 with a Bachelor of Arts (B.A.)1 He was Junior Clerk, House of Commons in 1907.1 He was admitted to Middle Temple in 1911 entitled to practise as a barrister.1 He was Acting Principal Clerk, National Health Insurance Commission in 1912.1 He was Secretary, War Office Committee for Anglo-Russian Supplies between 1914 and 1915.1 He was Assistant Director, Army Contracts for Clothing and Raw Materials in 1916.1 He was Principal Assistant Secretary, Ministry of Food in 1917.1 He was Chairman of Inter-Allied Oilseeds Exectuive and Member of teh Food Council in 1918.1 He was appointed Companion, Order of the Bath (C.B.) in 1919.1 He was Economic Advisor, All-Russian Central Union of Consumers' Co-operative Societies between 1923 and 1933.1 He held the office of Member of Parliament (M.P.) (Labour) for East Leicester between 1929 and 1931.1 He lived at Hazeldene, Wendover, Buckinghamshire, England.1
