     He was educated at Sedbergh School, Sedbergh, Cumbria, EnglandG.1 He graduated from Trinity College, Dublin University, Dublin, County Dublin, Ireland, in 1934 with a Bachelor of Arts (B.A.)1 He was with the Home Office in 1936.1 He was assistant secretary at the Home Office between 1947 and 1956.1 He was assistant Under-Secretary of the State between 1951 and 1956.1 He was appointed Companion, Order of the Bath (C.B.) in 1961.1 He was the principal financial officer (Under-Secretary) to the Minister of Agriculture between 1961 and 1962.1 He was deputy Under-Secretary of State Home Office between 1963 and 1966.1 He was deputy Under-Secretary of State to the Minister of Defence between 1966 and 1972.1 He lived at The Chestnuts, Minchinhampton, Gloucestershire, England.1
