     Lewis Randle Starkey was born on 13 March 1836.2 He is the son of John Starkey and Sarah Anne Armitage.2 He married Constance Margarette Starkey, daughter of Thomas Starkey, on 5 May 1858.2 He died on 16 September 1910 at age 74.2
     He gained the rank of Captain in the 2nd West York Yeomanry Cavalry.2 He was Member of Parliament (M.P.)
