Air Vice Marshall William Foster MacNeece Foster was born on 21 August 1889 at Aldershot, Hampshire, England.1 He was the son of Colonel T. F. MacNeece.1 He married Jean Bruce in 1928.1 He died on 28 March 1978 at age 88.1
He was appointed Companion, Order of the Bath (C.B.) He was appointed Commander, Order of the British Empire (C.B.E.) He was awarded the Distinguished Flying Cross (D.F.C.) He was given the name of William Foster MacNeece at birth.1 He was educated at Cheltenham College, Cheltenham, Gloucestershire, England.1 He was commissioned on 6 February 1909 with the rank of 2nd Lieutenant, in the service of the The Queen's Own (Royal West Kent Regiment.)1 He gained the rank of Lieutenant on 2 February 1912.1 He fought in the First World War.1 He gained the rank of Lieutenant on 28 April 1914 in the Royal Flying Corps.1 He gained the rank of Flight Commander on 9 September 1914.1 He gained the rank of Wing Commander on 5 December 1916.1 He was awarded the Distinguished Service Order (D.S.O.) in 1917. In 1927 his name was legally changed to William Foster MacNeece Foster by Royal Licence.1 He gained the rank of Air Officer Commanding in 1939 in the No. 6 (Bomber) Group.1 He fought in the Second World War.1 He was member of the Combined Chiefs of Staff between 1942 and 1943.1 He held the office of Lord Mayor of Oxford between 1966 and 1967.1
