Captain Hon. John Charles Best was born on 13 May 1842.1 He was the son of Hon. Reverend Samuel Best and Emma Duke.2 He married Mary Wagstaff, daughter of William Wagstaff, on 2 April 1873.1 He died on 25 May 1907 at age 65.1
He held the office of High Sheriff of Denbighshire in 1888.1 He gained the rank of Captain in the Royal Navy.1 He held the office of Justice of the Peace (J.P.) for Merionethshire.1 He held the office of Justice of the Peace (J.P.) for Denbighshire.1 On 6 May 1904 he was granted the rank of a baron's younger son.1
