He was Dip –34: Attaché St Petersburg 1908, 3rd Sec 1910 there and Washington 1913, 2nd Sec 1917, 1st Sec Paris 1920 and Brussels 1921, FO 1924, Officer Order Leopold of Belgium Serv 1907.1 He graduated with a Eton and Balliol College Oxford Bachelor of Arts (B.A.).1 3rd Baron Monteagle of Brandon.1 He was Member, Royal Victorian Order (M.V.O.) in 1922.1 He was Companion, Order of St. Michael and St. George (C.M.G.) in 1926.1
