     He was given the name of David Reginald Hay Hay-Neave at birth.1 He was educated at Blundells, West Monkton, Taunton, Somerset, EnglandG.1 He was Assistant Superintendant of the British Guyana Colonial Police between 1937 and 1940.1 He gained the rank of Captain in the Indian Army, 12th–13th Frontier Force.1 He was with the Foreign Service between 1948 and 1958.1 In 1954 his name was legally changed to David Reginald Hay Neave Hay by Lyon Court decree.1
