     David Reginald Hay Neave Hay of Leys was born on 5 September 1912.1 He was the son of Everard Reginald Hay-Neave and Amy Charlotte Balfour Hay Paterson.2 He died on 1 January 1961 at age 48, unmarried.1
     David Reginald Hay Neave Hay of Leys was baptised with the name of David Reginald Hay Hay-Neave.1 He was educated at Blundells, West Monkton, Taunton, Somerset, England.1 He was Assistant Superintendant of the British Guyana Colonial Police between 1937 and 1940.1 He gained the rank of Captain in the service of the Indian Army, 12th–13th Frontier Force.1 He was with the Foreign Service between 1948 and 1958.1 On 1954 his name was legally changed to David Reginald Hay Neave Hay by Lyon Court decree.1
