     He was educated at Charterhouse School, Godalming, Surrey, England.¹ He fought in the First World War, with the Royal Artillery.¹ He graduated from Worcester College, Oxford University, Oxford, Oxfordshire, England, in 1921 with a Bachelor of Arts (B.A.).¹ He was employed by with the Royal Artillery between 1922 and 1948.¹ He was decorated with the award of the Order of Nile in 1936.¹ He was seconded for service in Occupied Territory Administrations in 1940.¹ He held the office of Chief Administrator of Tripolitania between 1943 and 1951.¹ He was invested as a Officer, Order of the British Empire (O.B.E.) in 1946 Military.¹ He was invested as a Commander, Order of the British Empire (C.B.E.) in 1949.¹ He was invested as a Companion, Order of St. Michael and St. George (C.M.G.) in 1952.¹ He was British Resident of Tripoliania in 1952, until his retirement.¹ He lived at Gurrane, Fermoy, County Cork, Ireland.¹

     Elizabeth Deane was the daughter of Major Alexander Deane.¹ She married Brigadier Travers Robert Blackley, son of Travers Robert Blackley and Ethel Cuming, on 25 June 1932.¹
      From 25 June 1932, her married name became Blackley.¹
