He held the office of Private Secretary to the Secretary of State for War between 1907 and 1908.¹ He held the office of Under-Secretary of State for War between 1908 and 1911.¹ He held the office of Under-Secretary of State for the Colonies in 1911.¹ He was invested as a Privy Counsellor (P.C.) in 1912.¹ He fought in the First World War, where he was mentioned in despatches.¹ He gained the rank of Captain in the service of the Hampshire Yeomanry.¹ He gained the rank of Flight Commander in the service of the Royal Flying Corps.¹ He held the office of President of the Board of Agriculture between 1914 and 1915.¹

     Rebecca Ragd is the daughter of Johann Ragd and Anna Stubbemann.¹ She married Dr. Franz Baring, son of Johann Baring, on 25 September 1688 at Bremen, Germany.
