     He was educated at Eton College, Windsor, Berkshire, England.1 He graduated from Magdalen College, Oxford University, Oxford, Oxfordshire, England, in 1896 with a Bachelor of Arts (B.A.)1 He graduated from Magdalen College, Oxford University, Oxford, Oxfordshire, England, in 1911 with a Master of Arts (M.A.)1 He was Chief Assistant Secretary to the Government of East Africa in 1916.1
