     Andrew Eustace Palmer was born on 30 September 1937.2 He was the son of Lt.-Col. Rodney Howell Palmer and Frances Pauline Gordon-Duff.2 He married Davina Cecil Barclay, daughter of Sir Roderick Edward Barclay and Jean Gladstone, on 28 July 1962.2 He died on 13 November 2019 at age 82.3
     He was educated at Winchester College, Winchester, Hampshire, EnglandG.2 He graduated from Pembroke College, Cambridge University, Cambridge, Cambridgeshire, England, with a Master of Arts (M.A.)2 He gained the rank of Second Lieutenant between 1956 and 1958 in the Rifle Brigade.2 He was with the foreign service in 1961.2 He was the Consulting-General between 1979 and 1982 at Oslo, Norway.2 He was appointed Commander, Royal Victorian Order (C.V.O.) in 1981.2 He was the ambassador between 1986 and 1988 at Cuba.2 He was appointed Companion, Order of St. Michael and St. George (C.M.G.) in 1987.2 He was ambassador between 1991 and 1995 at The Holy See, Rome, Italy.2 He was Extra Equerry to HRH The Duke of Kent.2 He lived at Town Farm Cottage, Little Missenden, Buckinghamshire, England.2
