Sir Richard Harry David Williams-Bulkeley, 13th Bt. was born on 5 October 1911.2 He is the son of Major Richard Gerard Wellesley Williams-Bulkeley and Victoria Alexandrina Stella Legge.2 He married Renée Arundell Neave, daughter of Sir Thomas Lewis Hughes Neave, 5th Bt. and Dorina Lockhart Clifton, on 8 June 1938.1 He died in 1992.2
He was educated at Eton College, Windsor, Berkshire, England.2 He held the office of Justice of the Peace (J.P.) for Anglesey in 1934.2 He succeeded as the 13th Baronet Williams, of Penrhyn, co. Caernarvon [E., 1661] on 7 July 1942.2 He gained the rank of Major in the Royal Welsh Fusiliers (Territorial Army.)2 He fought in the Second World War.2 He was awarded the Territorial Decoration (T.D.)2 He held the office of Member of Angelsey County Council between 1946 and 1957.2 He held the office of Lord-Lieutenant of Anglesey between 1947 and 1973.2 He held the office of Mayor of Beaumaris between 1949 and 1952.2 He was appointed Companion, Most Venerable Order of the Hospital of St. John of Jerusalem (C.St.J.)2 He held the office of Lord-Lieutenant of Gwynedd between 1974 and 1992.2

Renée Arundell Neave was born on 1 November 1913.1 She was the daughter of Sir Thomas Lewis Hughes Neave, 5th Bt. and Dorina Lockhart Clifton.2 She married Lt.-Col. Sir Richard Harry David Williams-Bulkeley, 13th Bt., son of Major Richard Gerard Wellesley Williams-Bulkeley and Victoria Alexandrina Stella Legge, on 8 June 1938.1 She died in 1994.1

Sir Thomas Lewis Hughes Neave, 5th Bt. was born on 26 June 1874.1 He was the son of Sir Arundell Neave, 4th Bt. and Hon. Gwyn Gertrude Hughes.2 He married Dorina Lockhart Clifton, daughter of George Henry Clifton, on 26 November 1908.1 He died on 12 May 1940 at age 65.2
He succeeded as the 5th Baronet Neave, of Dagnam Park, Essex [G.B., 1795] on 21 September 1877.1 He held the office of Justice of the Peace (J.P.) for Essex.2 He held the office of Deputy Lieutenant (D.L.) of Anglesey.2 He gained the rank of Major in the Royal Anglesey Militia.1 He gained the rank of Honorary Lieutenant-Colonel in the 1st Volunteer Battalion, Royal Welch Fusiliers.1 He gained the rank of Major and Commandant in the Royal Defence Force.2
