     He was created 1st Baronet Philipps. He held the office of Lord-Lieutenant of Haverfordwest between 1824 and 1857. He held the office of Member of Parliament (M.P.) for Haverfordwest between 1826 and 1835. He held the office of Member of Parliament (M.P.) for Haverfordwest between 1837 and 1847. He was created 1st Baron Milford [U.K.] on 21 September 1847.

     Hon. Hugh Melville Howard was born on 28 March 1883.¹ He was the son of Cecil Ralph Howard, 6th Earl of Wicklow and Fanny Catherine Wingfield.¹ He married May Sands, daughter of Benjamin Aymar Sands, on 19 September 1908.¹ He died on 17 February 1919 at age 35.¹
     He held the office of Deputy Lieutenant (D.L.) of County Wicklow.¹

     May Sands was the daughter of Benjamin Aymar Sands.¹ She married Hon. Hugh Melville Howard, son of Cecil Ralph Howard, 6th Earl of Wicklow and Fanny Catherine Wingfield, on 19 September 1908.¹ She died on 10 January 1941.¹
     From 19 September 1908, her married name became Howard.¹

     Benjamin Aymar Sands lived at Southampton, Long Island, New York, U.S.A.¹

     Cecil Aymar Howard was born on 13 September 1909.¹ He was the son of Hon. Hugh Melville Howard and May Sands.¹
