     Hugh Robert Everard Earle Welby was born on 27 July 1885.1 He was the son of Edward Montague Earle Welby and Sarah Elizabeth Everard.2 He married Dorothea Margaret Green, daughter of Charles Martin Green, on 19 October 1915.1 He died on 18 April 1970 at age 84, without issue.1
     He was educated at Eton College, Windsor, Berkshire, England.1 He graduated from Corpus Christi College, Oxford University, Oxford, Oxfordshire, England, in 1907 with a Bachelor of Arts (B.A.)1 He was with the Administration of Kenya between 1911 and 1936.1 He fought in the First World War between 1916 and 1918.1 He gained the rank of Captain in the East African Forces.1 He held the office of Member of the Legislative Council (M.L.C.) [Kenya] in 1934.1 He was appointed Companion, Order of St. Michael and St. George (C.M.G.) in 1936.1 He held the office of Justice of the Peace (J.P.) for Parts of Kesteven, Lincolnshire in 1937.1 He was Divisional Coal Officer, Mines Department between 1939 and 1941.1
