Francis Walter Westropp-Dawson was born on 9 December 1859.1 He was the son of Walter Mountiford Westropp-Dawson and Laura Felicia Susan Clay.2 He married Charlotte Gray, daughter of John Crichton Gray, in 1889.1
He was educated at Clifton College, Clifton, Bristol, England.1 He gained the rank of Lieutenant in the 4th Battalion, East Surrey Regiment.1 He gained the rank of Captain in the 3rd Battalion, Royal Irish Regiment.1 He held the office of High Sheriff of County Wexford in 1899.1 He held the office of Justice of the Peace (J.P.) for County Wexford.1 He held the office of High Sheriff of County Carlow in 1911.1 He lived at Charlesfort, County Wexford, Ireland.1
