     Russell Steele Pelly was born in August 1910.1 He was the son of Russell George Pelly and Frances Carruthers Gould.2 He married Agnes Mysie Macpherson, daughter of Frank Henry Macpherson, on 13 September 1945.1 He died in 1993.1
     Russell Steele Pelly was educated at Mercers' School, London, Middlesex, England.1 He graduated from Edinburgh University, Edinburgh, Midlothian, Scotland, in 1931 with a Bachelor of Science (B.Sc.).1 He graduated from Imperial Forestry Institute, Oxford, Oxfordshire, England.1 He was Conservator of Forests at Sierra Leone.1 He was with Scottish Woodland Owners Association.1
