     Isaac Newton Wallop, 5th Earl of Portsmouth was born in 1825. He was the son of Newton Fellowes, 4th Earl of Portsmouth and Lady Catherine Fortescue. He married Lady Eveline Alicia Juliana Herbert, daughter of Henry John George Herbert, 3rd Earl of Carnarvon and Henrietta Anna Howard, on 15 February 1855.1 He died in 1891.
     He gained the title of 5th Earl of Portsmouth.

     He was educated at Eton College, Windsor, Berkshire, England.1 He graduated from Worcester College, Oxford University, Oxford, Oxfordshire, England, with a Master of Arts (M.A.).1 He was a director of J. Sainsbiry between 1962 and 1983.1 He held the office of Member of Parliament (M.P.) (Conservative) for Hove between 1973 and 1997.1 He held the office of Parliamentary Private Secretary between 1979 and 1983, to the Secretary of State for the Environment.1 He held the office of Parliamentary Private Secretary in 1983, to the Secretary of State for Defense.1 He held the office of Government Whip of the House of Commons between 1983 and 1987.1 He held the office of Parliamentary Under-Secretary of State, Defence Procurement between 1987 and 1989.1 He held the office of Parliamentary Under-Secretary of State, Foreign and Commonwealth Office between 1988 and 1989.1 He held the office of Minister of State, Department of Trade and Industry between 1990 and 1994.1 He was invested as a Privy Counsellor (P.C.) in 1992.1
