Charles Sebastian Somers Cocks was born on 20 January 1870.1 He was the son of Hon. John James Thomas Somers Cocks and Ann Simpson.2 He died on 10 February 1951 at age 81, unmarried.1
Charles Sebastian Somers Cocks was educated at Oratory School, Woodcote, Edgbaston, Warwickshire, England.1 He was with the Foreign Office in 1894.1 He was invested as a Companion, Order of St. Michael and St. George (C.M.G.) in 1903.1 He was Assistant Secretary, Foreign Department of the Government India between 1904 and 1906.1 He was Private Secretary to the Under-Secretry of Foreign Affairs.1
